Could not find cmake-annotate

Hi,

When doing an install, firstly pip install cmakelang then pip install --upgrade --force-reinstall cmakelang I get the following output:

I'm not sure how to go about debugging this issue... or why it occurs, any guidance would be greatly appreciated
