Stop multiple ratedvcs going at the same time

It is currently possible for the same people to be in the same rated virtual contest at the same time. They will get rating change from both rounds.

Me and vivek started a rated vc with the same people in the same contests at the same time. Both contests started, and vcrating was changed for both of them. So rating changed by approximately twice as much as it should have
