Themes: Explicitly remove Editor/Text setting in Classic

In order for the "Classic" preference pack to work as expected, it must actually *remove* any value set for the Editor/Text, not just set it to a default value.

Fixes #13814.

Also removes Web from translation scripts.

Enable the Topological Naming Problem mitigation code. This is an interim step: eventually the flag will be removed, along with the old code. Fixes #8432.
