Deprecated cookbooks should be noted in /universe

The /universe end-point should include metadata that shows the state of a deprecated cookbook.

A cookbook can be in one of the three following states:

1. Not deprecated
2. Deprecated without a suggested replacement.
3. Deprecated with a suggested replacement.

The API should account for all three states.
