Ohai CLI should for FIPS-mode stuffs like other tools

When we added FIPS mode support, it looks like the Ohai CLI never got updated to work like chef-client and knife.

There is logic in the chef-config gem for activating FIPS mode (config.rb fips.rb) and CLI options in various tools (client.rb), but this was never added to the Ohai CLI tool.

That was closed on the merge
