Stop putting gems in .chefdk

We need to stop using the .chefdk directory. This will involve a one-time cleanup

If there is a .chef-workstation/gem directory already and a .chefdk directory: delete the .chefdk directory If there is a not a .chef-workstation/gem directory but a .chefdk/gem/ruby/2.7.0 directory then move the gem dir to .chef-workstation/gem
