Add license acceptance support to golang libraries

Describe the Enhancement:

Now that we have golang libraries that expose functionality in Chef Workstation we need to update them to support the license acceptance flow.

Describe the Need:

Update the license acceptance Golang component to add the full suite of license acceptance abilities (environment variable, file based, interactive prompt, etc.). The Golang component should match the Ruby component for capabilities and UX. Ensure this does not break any existing Golang usage.

Then update Chef Analyze to leverage this enhancement, so it requests license acceptance before usage.
