Missing 'walkthrough' or 'tutorial' install/configure instructions for external postgresql and external postgresql on Azure

User Story

As a user, I will use this work when I want to install and/or configure Chef Infra Server with External PostgreSQL, and External PostgreSQL running on Azure

Description

It seems there is no 'walkthrough' or 'tutorial' for doing this. There are merely configuration options scattered around various places, and only an expert would know what these are used for.
