windows_certificate_binding does not bind ssl certificate to the default web site

Scenario:
I got this code in my recipe, when I ran it, it did not bind the certificate to the https in "Default Web Site" as expected (it did nothing, but it worked before for some reasons I am not sure). I suspect it might be the windows cookbook bug that causes this issue.

Expected Result:
I tried to remove and add different windows_certificate_binding options but none of them worked. I can bind the SSL certificate to https manually and ensure the certificate is in an exportable stage.
Actual Result:
It output as success, but nothing actually happened

Make sure you've filled out all the fields in our issue template. Make sure you've provided us with the version of chef-client you're running, your operating system and the version of the cookbook. If you're not using the most up to date version of the cookbook then please make sure to update first. Lots of things change between versions even if you're issue isn't listed in the changelog.
