feature: support a user preference for reduced motion in animations

Problem I have

I find it annoying and distracting when some users have flashing images in their profile pictures. I'd rather not have to block them to avoid the flashing images.

Solution I'd like

An option to present a static (i.e. non-animated) image when the setting is selected: e.g.:

Alternatives considered

• Blocking the offending users
• Using an alternative to Phanpy that supports this feature

I just came here to ask for this to. In my case someone I follow has a stupid flashing animated gif as part of their displayname, sigh
