replace configuration tooltips by separate control

The explanation of module configuration values is only available as tooltip next to each control. We should rather have a separate component displaying the explanation of the currently selected input field all the time, similar to the configuration main screen. That way code highlighting etc. will work and the help is readable without hovering the buttons on the right.
