Changing account settings sends device message core-welcome

  • Delta Chat Version: 1.29.1/1.30.1
  • Expected behavior: nothing
  • Actual behavior: Changing account settings (e.g. IMAP Security) sends device messages core-welcome-image and core-welcome.
  • Steps to reproduce the problem: Probably importing an account removes device messages, so device-message core-welcome already added is not triggered.
