Collapse response of "Failed to fetch" and provide quick retry

Sometimes occurs "Failed to fetch" and just resend the request would work, and there will be many "Failed to fetch" records in the history

Is it possible to optimize this? such as:

1. provide a quick retry button while "Failed to fetch"
2. merge same request with "Failed to fetch" response in history viewer
