Bump install with go path to v2

Minor but just spend way too long debugging my script that pulls/updates my go cli tools to discover that this was the issue.

scratched my head for >1h to debug why go install cmd installed v1.5.1 & not v2.1+.

the fact that the PR for the fix exists and has been approved, but hasn't been merged in the past ~6 months is outrageous. merge this PR in ASAP!
