Assets used in redactor field type not shown in references to list

After adding an image to a redactor type field, saving, and publishing the asset was not referenced in the "References to Other Elements" list nor was the entry in the "References From" field on the assets page.

Entries and assets do get referenced in other cases so as far as I can tell the issue is specific to being used in a redactor field.
