This metric should be reviewed. There is a filter for this metric that is very close to another metric (Change Request Acceptance Ratio) so we could clarify this a little better (or at least reference the other metric). We may want to rethink how all the Change Request metrics relate to each other.

Doing a little repo cleanup today and I'm going to close this, as we are updating all metrics to the new template and doing a refresh of them all in the process.
