make remaining periodic tasks configurable

We still have several periodic tasks configured in celery with fixed time intervals. These should be pulling their intervals from the config just like the materialized view task

This already has a PR linked to it, meaning someone else has already worked on a solution.

Feel free to join the CHAOSS Slack in the #wg-augur-8knot channel if you'd like to ask for ways you can potentially help out! Our biggest need thats newcomer friendly right now is probably making sure the docs are sensibly organized and make sense to people who are new.
