Scorecard install location should be configurable

During installation, scorecard is installed to $HOME/scorecard, and Augur assumes that is where it will be installed.

However, the install location of dependencies should not rely on any fixed location, or the assumption of the availability of such a location. During install, the user should be prompted for an install location where scorecard can be cloned and configured, just as with the facade work directory.
