Maybe related with #2048 . @STRRL has reported that chaos-mesh cannot work on cgroup v2

Describe the feature you'd like:

Work on cgroup v2 normally.

Describe alternatives you've considered:

The docker, other CRIs and kubernetes have all supported cgroup v2 in these month. We should investigate whether it would be hard to support it.

As Kubernetes 1.25.0 released, cgroupv2 support becomes stable. We should pay more attention on it.
