Design: Explore changing hover and pressed states for `Button` – Minimal

The current hover and pressed states for Button – Minimal are too subtle and when the component is used on backgrounds other than white, can be visually jarring (specifically the secondary variant when used as part of Notification component).

Explore changing the hover and pressed states for the primary and/or secondary variant so they are more noticeable and work better when used on colored backgrounds.

• One suggestion would be to fill in the background behind the button on hover and pressed similar to how Dropdown Input – Minimal does
