A component in Science Design System needs to be flexible enough that it can be used across a wide range of scenarios and shouldn't be constrained to a specific number of products. Should be able to be used by project teams who are looking for a basic site navigation bar potentially in combination with an SDS starter pack to help teams spin new projects up quickly.

Context

This component would be a top-level nav that goes at the very top of the application's page to help users navigate

State

The navigation elements within the header would have hover and pressed states; the optional InputSearch would have the same props that currently exist on that component

Progressive enhancement

The SDS library currently doesn't factor in mobile sizing into its designs, so this would be for desktop size only
