can i inject something in the mouhid hid parser so it buffers all incoming data by a specific amount

i need to delay the mouse movement by 1s and this would be the last possible way to do this in windows with a software so can it inject something that makes it buffer all incoming data by 1s

i will remove this issue if you tell me to.
