Unify date format 'update_since' accross crawlers

Format for GitLab crawler and Gerrit/GitHub crawler are different:

  • GitHub/Gerrit: yyyy-mm-dd
  • GitLab: yyyy-mm-dd hh:mm:ss UTC

The format must be consistent.
