PickUp and GPickUp operate in reverse?

Is it just me, or do the PickUp and GPickUp keys basically operate the opposite of callmanager and the sip usecallmanager patch for asterisk? See:

On about page 6-10, the operation of the keys is described. It seems from my interpretation that the call manager implementation vs chan_sccp is reversed.

Like my issue (and see patch submitted) to make the transfer key and operations consistent between technologies and systems, it would be nice if chan_sccp matched. Is there a reason they were reversed? Any possibility to get the functions reversed to match, more-or-less, the Cisco documentation?
