Some courses did not show creation tools

Describe In some courses on my platform, after create it, there are not tools available in course home page in teacher mode

To Reproduce Steps to reproduce the behavior:

  1. Clean chamilo 1.11.26 installation
  2. Create new course
  3. In course home page there are not tools (Not always)

Expected behavior After create course, all creation tools may be available
