Disable ModMail in a server

Please describe the feature you'd like A way to enable/disable modmails ability to receive tickets for a server. The commands could look like =enable [reason] or =disable [reason (I'm sure there are better options). One user suggested the reason parameter could be its own command and be a premium feature
