`windows-2019` deprecated

According to the Azure DevOps docs

  • the windows-latest tag was migrated from windows-2022 to windows-2025
  • the windows-2019 image is deprecated and will be removed by the end of this year (December 31, 2025).

Tests on windows-2025 are currently failing: msvc-x64-debug.log

This is another strange issue (Intl tests are failing) that requires to reproduce a specific environment. You might want to have a look at other good first issues instead.
