pytorch-cuda12: Investigate and fix timing out helm based test

The helm testing for the pytorch image was timing out at 20 mins in CI, and not locally. This was preventing the image from being built.

The tests where disabled in the interim, but we need to figure out why and how we can remediate this so we can run tests again in CI.
