Footer organization on mobile

Description

Marketing has requested the footer have a more specific behavior. The resources should be present in one column and the other groupings should stack on top of one another in a seperate column.

Notes

This probably requires some flexbox fanciness since we don't want the behavior to change on the desktop view. I'm marking it for next cycle, but if @garrying or others want to look this cycle I'm happy to review
