[WIP] Visual Genome Dataset

This is a wrapper for the Visual Genome dataset that I am currently working on.

Initially planning to support Region Descriptions (bounding boxes with captions) only but will be grateful for any kind of feedback and requests for further extensions to e.g. Question Answering datasets.
