Sync new wallet from server block height

A point of friction for new users is the long time to sync. To alleviate this when we first launched, we synced from when we released. Since that's a while ago, that's still a lot of filters.

We could ask the back end for the current block height and ask for filters from there for a new wallet. Loaded wallets could scan from earliest (simplest) or a requested height. They could sync in the background thereafter by using background refresh (#54)
