why不能在before中控制

在after中控制，实际已经是连上网卡了，但是在转发内部端口时抛弃了， 那么为什么不在before中控制，直接抛弃物理开放对外的端口呢

Make the rules added by ufw command line take higher precedence

为了让 ufw 命令行添加到规则会优先执行
