I suggest you aim for something like "rough consensus" as a decision-making process. The critical bit then is to work out who decides when there is rough consensus.
Is the decision-making process for merging a PR documented somewhere? That seems important for anyone who wants to contribute but doesn't start out being part of the "in-crowd" ...
