BDB 4.8 to BDB 6.2 breaks wallet compatibility, see Bitcoin issue 3686

The `./fetch-zcash-params` call should be added into an initial setup script.

'Clean start' simply needs to be an uninstaller for the prior versions.

Note: If testing pre-merge, you'll needto `git cherry-pick` `31fe6ee` and `2980024`, `f01af43`, `a9f103a`.

#46 comes next in this series of changes. Some of the `ChainTip` code from Bitcoin is a moving target; when in doubt we will be using the latest implementation (bitcoin/bitcoin:master).
