Gdal library not installed

Hi, I am from Iran and I want to work on a 3D gempy structural model. But gdal library does not install properly on my system and in notebooks it gives the error that gdal or osgeo is not installed properly. I even tried different versions of Python and gdal but in the end only gdal was installed and when I am importing it or I want its version, Python does not recognize it at all, and again if I try to install it, a warning will appear that this library already exists !!!! And let me say that gdal is in the Windows path. I do not know what to do next.

Is it possible that this library is not available due to the conditions of sanctions against Iran?
