Adding F1 Scores

Hi,

I have ported the F1Beta and F1 from torchmetrics.

  • There are few functionalities which are not yet supported due to mdmc limitations from Accuracy base class.

  • Are we supporting functionals as well?

  • A contributions.md would be helpful.
