100% disk usage when downloading on Windows 10 with default settings on an HDD

I just got this running on Windows 10 64 bit and I have an issue where I keep hitting 100% disk usage when downloading on a normal HDD. I haven't changed any settings other than the port number so it should be running smoothly but I keep hitting 100% disk usage. Is this a bug or are the default settings not ideal for Windows?
