Add automated acceptance (browser) tests

This might be part of a long-term vision, but automating our browser tests would help us to ensure that updating components doesn't negatively impact other components.

:100: Also, I'd kill for some fast local visual regression tests. It's been on the Delivery Team roadmap for a while now.

Tests run unit tests, but don't run acceptance/browser tests like cfgov-refresh.
