Repository::apt::Maintain contains non obvious magic

There are two prefix style flags that you can set

$(class_prefix)wipe and $(class_prefix)use_apt_file

Actually I see that wipe and use_apt_file are also defined in meta, but there are no corresponding parameters for it.

Looks like it needs some cleanup
