Package for Debian

I've started a debian branch on my fork at https://github.com/DonnchaC/scramlkb/tree/debian. It's still a work-in-progress and does not currently build.

The version of ocaml-inotify in Debian is more than 7 years old and has a different interface to the version scramlkb have been developed against. We either need to get the package in Debian updated, or else build a version of scramlkb` with the inotify based functionality removed. Thoughts?

I've added the branch to this repo.

I don't really know what to do about ocaml-inotify (developed by whitequark, who does not seem to have any debian-related stuff in the repo, so guessing he is not the deb maintainer). Maybe these people respond to emails; Maintainer: Debian OCaml Maintainers <[email protected]>

Alternatively I guess we could inline the C to call the required system calls. I'd prefer to not have two different versions where one can deal with systemd/the inotify-interface and the other can't if it can be avoided. Thoughts?
