Share USB to Two Computers Simultaneously?

I need to share a USB camera (rasbpi server) between two computers (win10 clients). Is it possible for both clients to be connected simultaneously?

If not, is there a way for a person on computer win10_B to close an active connection on win10_A remotely so they can connect?
