Smooth scroll to instructions

After a use selects their OS and webserver, animate scroll to instructions so they don't get disoriented.

@jpt should this be disabled at mobile width to preserve the app feeling? you can pull the smooth-scroll branch or stop by my office if you want to see how it looks now.
