add the compatibility matrix for Kubernetes versions to README

We are planning EKS upgrade from 1.22 to 1.23. We have right now installed the v0.4.0 version of istio-csr helm chart. It would be great if the compatibility matrix is added to README like the one from (https://github.com/prometheus-operator/kube-prometheus/tree/v0.11.0#compatibility)
