Remove access controls in CA

This removes stuff in Content Author that it should not be the source of truth of, and should be left up to the Edlib 3 hub to negotiate before launching CA or not.

  • [x] Denying access to content if in "draft" state
  • [ ] is_draft
  • [ ] is_published
  • [ ] is_private
  • [ ] Granting access if collaborator
  • [ ] Owner name/owner info
