[terra-tabs, terra-menu] allow icons in terra-menu, show icons when tabs collapsed

Summary

We currently have a use case where we want to warning icons in the tabs component. This included when the tabs are collapsed and the menu shown. We may have different types of warning icons across multiple tabs. Currently, when the tabs are collapsed, they are not shown in the tab or in the menu. This PR will allow for the icons to still display when the tabs are collapsed into 1 and to display the icons in the menu as well.
