Reorder CTAs when a wallet address doesn't have an account

Description

When a user's wallet doesn't have an account, the primary CTA is to link an existing account, rather than create a new account. This creates confusion as new users who do not already have an account often choose the wrong action.

This PR reorders the links, so that the Primary CTA is to link a new account.

Hi @carlfairclough, thanks for your contribution!

We are no longer actively developing the 3ID Connect code base. Instead we recommend new projects to use DID PKH in combination with DID Session.
