Re-applying https://github.com/ceramicnetwork/js-ceramic/commit/8aaec9b820c95d7037eb4a84192ce7eef56072c5 which was reverted in https://github.com/ceramicnetwork/js-ceramic/commit/cbae060a6f5642ff098566c35d7d6bd03c5a5959.

We want to hold off on merging this until we understand why some of our user's nodes seem to be polling for very old anchor requests
