APIs required for fencing clients

Ceph is going to be getting a way to fence clients. The command is not yet available in any released versions of ceph, but we should be aware of this because there may be interest in using the API equivalent from go-ceph.

This looks like something that may now be available in quincy. Someone may want to take a look and investigate that.
