Gateway performance target

This is one of the initial gateway project requirements

Host IO performance (latency, IOPS, and transfer rate) via NVMe-oF to the ceph gateway should be within 5-10% of the same host's IO performance to the same RBD image via librbd.

Hosts should be able to perform large (16K) reads at 100Gb/s from 4 or fewer volumes.
