Gateway should (optimally) work on OSD nodes

This is one of the initial gateway project requirements

Some users (especially those using ADNN #65) will benefit from running gateways in every OSD node. The gateway should be able to meet all its requirements (https://github.com/ceph/ceph-nvmeof/labels/requirement) while running in an OSD node.
